COVID 19 LOCKDOWN UPDATE

FOWEY HARBOUR COMMISSIONERS

 HARBOUR MASTERS NOTICE

HM 2020/10

In the absence of the publication of specific government guidance relating to the use of leisure vessels during the new lockdown period I am issuing this notice to inform all harbour users of the approach FHC intend to take. I draw all harbour users’ attention to the Government’s published guidance and urge you to comply with it.

Using your Boat and Visiting Vessels

From Thursday 5th November 2020 the harbour may be used for local exercise, or spending time outdoors, where social distancing can be maintained. Should you wish to use your vessel, please bear in mind each step of the process and how you can maintain social distance, as well as making every attempt to remain safe and reduce the chance of requiring assistance should you get into difficulty.

The Harbour will be closed to visiting leisure vessels (from sea) as government guidance is clear that you should avoid travelling in or out of your local area, leaving your primary residence – the place you live – to stay at a second home or for a holiday is not allowed. This also pertains to resident vessels cruising elsewhere; local ports will not be expecting arrivals.  The harbour remains open for commercial vessels and for commercial tradesmen working on vessels in the harbour.

Visiting Penmarlam Boat Park

You may continue to visit Penmarlam Boat Park to access your vessel either ashore or afloat if you wish to do so. This can be either with your household, or bubble, or with one person from outside your household. Please at all times respect social distance and do not approach FHC staff for face to face discussions. Please limit contact to telephone or email communications.  Access to Mixtow Marine will be by appointment only, supplies from the chandlery can be ordered by telephone for collection or delivery to vessels within the Yard.

Visiting the Harbour Office

You may only visit the Harbour Office if you have a pre-arranged appointment.  Visitors MUST practice social distancing with staff, wear a mask and use the hand sanitiser provided and avoid touching surfaces and door handles. The harbour office will be manned by a reduced staff.  Phones and email will be monitored during normal working hours. Most local facilities and businesses will be closed as per the guidance. We will continue to monitor afloat activity to the best of our ability and may impose further restrictions if the use of the harbour is not in line with government policy or seen as inappropriate to the national cause.

Mooring Maintenance & Essential Operations

Our maintenance and mooring teams will continue to operate following our Covid Secure safe systems of work, to ensure their (and others) ongoing safety. We do not expect owners or other non-registered persons to be working aboard their vessel unless absolutely necessary, but you are able to check it is safe and sound. We anticipate this safe system of work may have to be adjusted to follow any further Government guidelines which may influence our operations or the services we provide without notice.

Access to Penmarlam Boat Park

Due to Covid-19 restrictions and to improve control of the number of people accessing the site Fowey Harbour will, with effect from Wednesday 29th July, remove the facility for casual access (pay at barrier).  Any member of the public wishing to access the site to launch a boat who is not an account holder with pre-paid access, must now book in advance.  Bookings can be taken by telephone or e-mail at the Harbour office.  Numbers will be strictly limited at peak times and allocated on a ‘first come first served’ basis, no refunds are available for cancellation within 48 hrs of booking.
